Felon entry rules
- VISA REQUIRED — All U.S. citizens must obtain a Cuban Tourist Card (visa) and travel authorization.
- Cuba's immigration authorities have broad discretion to deny entry. The visa application does not formally ask about criminal history, but Cuban authorities can deny any applicant.
- U.S.-Cuba information sharing is severely limited; criminal records are unlikely to be cross-checked.
- Practically speaking, most U.S. travelers with felonies are not questioned or denied, but legal authority exists for discretionary denial.
- Note: U.S. OFAC regulations (31 CFR Part 515) restrict categories of authorized travel for U.S. citizens — verify authorized travel categories separately.
Registered person entry rules
- No formal RSO-specific entry rules identifiable in Cuban immigration law. (verify with embassy before travel)
- IML notification may be transmitted but Cuba-U.S. information cooperation is limited. Practical effect of IML notification to Cuba is unclear.
